Parents as Teachers Information for FY 03-04

 

Parents as Teachers is in the 15th year of existence in Kansas.  It is a parent education and family support program serving families throughout pregnancy until the child enters kindergarten.  The program is designed to enhance child development and school achievement through parent education accessible to all families.  The model offers families personal visits by certified parent educators, group meeting, developmental, health, hearing, and vision screening; and linkage with community resources.  It is a universal access model that is adaptable to the needs of diverse families, cultures and special populations.  The program received $7,326,755 in FY 05.  The figures listed below are for FY 04 since the data collection process for FY 05 ends on July 15th.

  • 43 PAT programs served families with Spanish as their primary language.     
  • 68 families were referred to PAT because of substantiated abuse/neglect.
  • 35 % of the families were in the high needs categories.

Screening and Referral

  • All age eligible children received health and developmental screenings (New born infants are not screened).
  • 11 % of those screened were identified with possible health/developmental problems and were referred for follow up services.
  • 61% of those referred received follow up services.
  • 96% of two year olds had up-to-date immunizations.

Resource Network

  • 59% of the families were linked to at least one community resource during the program year.
  • 136 children were linked to the children’s health insurance program.

Evaluation

  • All programs are completing a Quality Standards Self-Assessment
  • 12 programs a year complete a Quality Standards On-Site Consultation
  • Programs use a logic model to determine how the program goals fit with the school readiness goals.

    • Immunization
    • Screening, referral, and follow up services
    • Children scoring at normal level on the Denver II and ASQ (Ages and Stages Questionnaire)
    • Families indicate that they do the assigned follow up activities suggested by the parent educator
